TL;DR IBSL is the Institute of Bankers of Sri Lanka, a banking and finance professional body set up by the Central Bank of Sri Lanka in 1964. Its professional programme has two stages, the Diploma in Banking and Finance and the Higher Diploma in Banking and Finance, and the second stage leads to the Associate title. Uplift lists the institute and shows the banking and finance degrees that can sit beside it, so you can plan a professional route and an academic one together.

If you work in a bank, or want to, this guide explains how IBSL is structured, who can enter, and how it differs from a degree. You can also browse the finance programs in the wider business study area.

What is IBSL in Sri Lanka?

The Institute of Bankers of Sri Lanka began in 1964 as the Bankers' Training Institute (Ceylon), established by the Central Bank. Parliament re-incorporated it in 1979 under the Institute of Bankers of Sri Lanka (Incorporation) Act No. 26 of 1979. Its head office is at 80 A, Elvitigala Mawatha, Colombo 08.

Under that Act, IBSL trains and instructs bank staff, runs examinations and issues certificates to successful candidates. Its institute page on Uplift sets out its diplomas in more detail. Classes are held in Colombo 08, mostly at weekends, so people who work in banks and financial institutions can study part-time. Diplomas are taught in English, and some are also offered in Sinhala or Tamil.

IBSL is a professional body, not a university. It has not published a statement that its programs are recognised by the Ministry of Higher Education or the University Grants Commission, so it is best understood as a professional qualification that sits beside, not in place of, a degree.

What are the IBSL stages and who can enter?

The revised professional programme, launched in 2023, has two stages.

Diploma in Banking and Finance

The Diploma in Banking and Finance, known as the DBF, is the first stage. IBSL's published page lists several entry routes. One is a part-qualification from a recognised local or foreign institute at a level equivalent to SLQF Level 2 or NVQ Level 4, subject to IBSL approval. Another is mature entry for people already working in banking or finance who are over 18 and have at least eight years of experience, backed by an employer letter. IBSL can also approve other qualifications.

Higher Diploma in Banking and Finance

The Higher Diploma in Banking and Finance, known as the HDBF, is the second stage. IBSL states that it needs a pass in all DBF subjects on the 2023 curriculum, or the earlier IABF. Completing it gives access to the professional title Associate of the Institute, shortened to AIB.

Certificate in Banking and Finance

If you do not meet the DBF entry routes, IBSL describes a Certificate in Banking and Finance as a preparatory step. Its recommended entry is six S passes in compulsory subjects at the G.C.E. O/L, including a credit pass in Mathematics, or an equivalent foreign qualification.

How long does IBSL take and what does it cost?

IBSL describes each of the DBF and the HDBF as roughly a year of study at 30 credits, though your pace depends on how many subjects you sit at a time. Fees are published course by course, and the DBF and HDBF pages note that fees are charged per subject taken. Instalment wording on some course pages is unclear, so ask IBSL for the exact schedule and dates before you register.

How does IBSL compare with a banking and finance degree?

They serve different needs. IBSL is part-time and aimed at people who work, and its award comes from the Institute itself. A degree is an academic award from a university or degree-awarding institute, and it can be studied full-time after A/Ls.

On Uplift, BSc (Hons) in Banking and Finance at ESOFT Uni runs for 3 years full-time and is awarded by London Metropolitan University. The listed local tuition is LKR 1,620,000 in total for the weekend and blended mode. For managers, the MBA (Finance) at ESOFT Uni lists local tuition of LKR 790,000 in total and asks for a relevant degree or professional qualification.
